  1. The cost of conducting the two energy inspections and completing the Intervention Proposal and Intervention Recording forms (submitted electronically).

  4. Fees for any required permits/approvals or studies (within the framework of obtaining permits/approvals) mandated by current legislation for implementing interventions (e.g., fees for approval of small-scale construction works, fees for internal natural gas installation studies).

Until now, these expenses were not eligible under the “Exoikonomo” programs. However, with the new Exoikonomo-Anakenno program, aesthetic renovations of interior spaces are allowed, including eligible works such as bathroom renovation (e.g., tiles/piping), kitchen renovation (e.g., countertops/cabinets), and reconfiguration of interior layouts, among others.

Initially, your right to receive the Program’s incentives is granted only once your application is accepted into the Program.

Before submitting the application, the only payment that can be justified by the Program is the cost of the first Energy Performance Certificate (EPC A).

After submitting the application, if it is deemed eligible, the applicant must cover the cost of the Electronic Building Identity. Once the application is accepted into the Program, the applicant only needs to pay their own contribution (either with personal funds or an interest-free loan) to the suppliers and cover the cost of the second Energy Performance Certificate (EPC B).

Upon successful completion and verification of the application, the applicant will be reimbursed for the eligible costs of the two energy certificates and the Electronic Building Identity, upon submission of the proof of payment for the services provided along with the bank payment receipt.

In the programs for homeowners, the subsidy rates scale according to income, ranging from 40% to 95%. The lower the income, the higher the subsidy rate.

In the Exoikonomo – Epicheiro program, the subsidy rate ranges from 40% to 65%.

There are three options for covering your personal contribution in the Exoikonomo programs:

  1. Bank deposit (personal funds)

  2. Interest-free loan

  3. A combination of the above two

All income levels (from €0 up to over €50,000 per year) can participate, as long as covering the personal contribution is feasible. For the loan, the bank’s standard credit evaluation process applies; if the loan is not approved, you can continue using personal funds.

Anyone wishing to participate in the Program must first check whether they are an “Eligible Beneficiary” based on income criteria and whether the property can be considered “eligible.”

Next, they contact an energy inspector to issue the First Energy Performance Certificate (EPC) and to fill out the Intervention Proposal Form (submitted electronically).

Once the applicant collects all the required documents, they submit the application electronically, in cooperation with the energy inspector who issued the EPC, through the official online portal of the Program during the application period.

It should be noted that, to submit the application, the applicant must:

  • Have TAXISnet access credentials.

  • Resolve any pending legalization/regularization issues with the property; a declaration for inclusion in the legalization law must be submitted before applying to the Program.

  • Complete and finalize the tax return for the last fiscal year.

  • Obtain consent from co-owners if multiple rights holders exist and correctly report the electricity supply number in the property details (E9).

  • For recently acquired properties (first-time ownership after 31/12 of the last fiscal year), update the E9 property details before submitting the application.

The most critical stage, as previous programs have shown, is the proper preparation of the application file. As “Exoikonomo” programs become increasingly complex, proper guidance and detailed verification of the file are required to ensure that the application does not face problems throughout the program.

The legality of a property is proven based on the relevant legalization documents, primarily the building permit, the regularization of any unauthorized constructions, etc. However, it should be noted that if the property is selected, a Building Electronic Identity / Strata Property Certificate (ΗΤΚ) must also be issued and submitted. Therefore, the property must meet the requirements for issuing the ΗΤΚ.

The primary residence is declared in the tax return (Form E1). If the property is used for rental or given free of charge and therefore is not declared as a residence by the applicant, its use as a primary residence is determined from the E1 form of the person actually using the property. Rental or granting is recorded in the applicant’s E2 form. The primary use must be proven within the last three (3) years, with priority given to the program’s reference year (the most recent tax year). If the property was not in use during the last tax year (vacant), then the corresponding data from the applicant’s tax returns from one of the two previous tax years are used. Finally, for a property acquired after 31/12 of the most recent tax year (“recent acquisition”), the applicant commits to using it as a primary residence with a relevant sworn statement, also declaring the user of the residence.

The energy category will be determined through an energy inspection and will be recorded on the Energy Performance Certificate (EPC) issued by the Energy Inspector. In general, homes with insufficient insulation are very energy-consuming and, unless they have undergone a major renovation, are very likely to fall into a category lower than or at most equal to C.

In the new “Exoikonomo-Epixeiro” program, tourist businesses with up to 100 beds are eligible to participate. The total budget ranges from €50,000 to €500,000 and covers the energy upgrade of the entire unit with a subsidy rate of 40% for medium-sized and 50% for small and very small businesses, as well as other supporting services (Consultant, Energy Audit, Energy Inspections, ISO Certification, Studies-Research) with a subsidy rate of 40%.

As the energy crisis intensifies more and more, the need for energy upgrading of properties becomes imperative. Utilizing programs like “Exoikonomo” is the best solution to the problem of excessive expenses for heating, cooling, lighting, and the general operation of a home or business space.

Upgrading my property’s energy efficiency means reducing the need for energy consumption. For example, building envelope insulation drastically reduces heat loss to the outside, so there is no need to keep the heating on constantly. Additionally, using solar energy for hot water (solar thermal systems) or, even more, for producing electricity for self-consumption (photovoltaics) drastically reduces—or even eliminates—electricity consumption.
